All Beings Have the Wisdom of the Buddha
Moreover, disciples of the Buddha, there is no place where the wisdom of the Tathagata does not reach. Why is this? There is not a single living being who is not replete with the wisdom of the Tathagata. It is only because of false thinking, confusion and attachments that they do not realize it. If one separates from false thinking, then all-wisdom, innate wisdom, and unobstructed wisdom will all be revealed... At that time the Tathagata, by means of his unobstructed pure "eye of wisdom," contemplated all living beings everywhere in the Dharma-realm and spoke these words: Amazing! Truly amazing! How it is that all of these living beings are replete with the Tathagata's wisdom. Yet they are ignorant and confused, and do not know or see it. I should teach them the Holy Path to cause them to forever separate from false thinking and attachments, so that they will see the vast wisdom of the Tathagata within themselves, which is no different from the Buddha. At that time he taught these living beings to cultivate the Holy Path, and enabled them to separate from false thinking. After they separated from false thinking, they realized the measureless wisdom of the Tathagata. Thus he benefited and brought peace and happiness to all living beings.
